Unrestricted public interest (Masalih al-Mursalah)
These are interests for which there is no specific textual evidence in the Sharia to consider them or to disregard them.
Thus, they are unrestricted from the constraint of consideration or disregard.
However, they possess a meaning that makes it appropriate for a ruling to be legislated for them.
And they fall under the general principle of the Sharia,
which is to consider public interests and avert harms.
Examples of this include the compilation of the Qur'an, the establishment of administrative registries, and the codification of sciences,
such as the sciences of Arabic, Usul al-Fiqh (principles of jurisprudence), and Hadith terminology.
And other such interests about which no rational person doubts their suitability for the Sharia.
