This is the state in which an individual Muslim, a Muslim group, or a Muslim state is in a state of weakness
such that they are unable to manifest Islam and its rituals, either partially or entirely,
due to a strong external enemy or an unjust ruler.
In these circumstances, the jurisprudence of oppression arises.
