This encompasses both domestic and foreign policy.
Governance within the Islamic Shari'ah,
is termed 'al-siyasah al-shar'iyyah'.
It is a relationship between the shepherd,
who is the leader of the Muslims and their guardian (wali al-amr),
or those who act on his behalf,
and the flock,
who are the general body of the Ummah.
It is incumbent upon them to obey their Muslim leader in matters of righteousness, but not in matters of disobedience to Allah.
In exchange, he must govern them according to the Shari'ah of Islam.
It can be defined,
as the management of the affairs of the Ummah,
and its religious and worldly interests,
both internally and externally,
in accordance with Islamic law.
