The ruling on reaching consensus regarding a public interest (maslahah mursalah).
If the scholars or qualified specialists reach a consensus on an unrestricted public interest,
it is not permissible to act contrary to it.
However, if consensus is not reached,
the person in authority acts upon the view of the majority of scholars.
