The idea of sovereignty arose in France at the end of the Middle Ages
When the popes and the emperor faced the kings of the states
Claiming that sovereignty is theirs
Considering that it is a right and a divine mandate
The kings responded to them with the same weapons
Giving sovereignty to the temporal authority
That is, the one that rules at a certain time
They are kings
Then French jurists adopted this concept
And they removed it from everyone
They formulated the theory of sovereignty from it
