The name of God Al-Hakam is mentioned in the Holy Quran once

Do I seek judgment other than God?

God is the judge

As for the word ruler
It is not mentioned in the Qur’an except in the superlative form
God Almighty said
He is the best of rulers
And the Almighty said
And you are the wisest of rulers
And he said
Isn't God the wisest of judges?
Which confirms the saying that the ruler is the ruler
In whose ruling there is nothing but justice and fairness
