The jurisprudence of budgets is when there is a conflict
Whether the interests are mutually exclusive
Or combine the evils with each other
Or between benefits and harms
The lower of the two interests is missed in order to achieve the higher of the two
The lowest of the two evils is committed in order to ward off the highest
When there is a conflict between a benefit and a harm
Looks at the degree to which each is actually achieved
The real comes before the fake
If they are equal in reality
It is taken into account the greater interest
Even if it results in minor harm
If they are of equal importance as well
Warding off harm then takes precedence over bringing benefit
