First, the good ruler
He is the one who venerates the command of God and His Messenger
He protects his law and submits to it
No one makes his obedience a religion
He submits to obedience to God and His Messenger

The nation that prioritizes obedience to the Sultan over obedience to the Most Gracious
A worldly nation, not a religious nation
She is defeated and undefeated
Third
The governor's advice is not secret or public in any case
But according to the interest and what the situation requires
Moderation in this is the approach of the Salaf
Fourth
An unjust ruler cannot do injustice alone
Without the help or support of the courtiers and people
Pharaoh said to his people
Let me kill Moses
Fifth
The evil lining is not what instills evil in the soul of the unjust ruler
Rather, evil is rooted in it
He is the one who chose this lining and kept the good lining away
But the lining of evil only watered his planting
Therefore, God punishes the oppressor and his inner circle equally

The evil lining is keen on knowing him, his authority, and his desires
She incites him to do so, even without her conviction
To get closer to Him and gain His presence
God Almighty said
And the chiefs of Pharaoh's people said, "Would you leave Moses and his people to spread corruption in the land and leave you and your gods?"
Seventh
A bad sign for the ruler
If God makes available to him an evil companion or a companion of evil, He will make his work beautiful for him
God Almighty said
And We appointed for them companions, and they beautified for them what was before them and what was behind them
Eighth
The tyrant does not create himself, but rather the people create him
God Almighty said about Pharaoh and his people
So his people hid himself, but they obeyed him. Indeed, they were a disobedient people

If the unjust ruler wants to oppress anyone
He made up false arguments and accusations to justify his actions
When Pharaoh wanted to attack the magicians,
Because of their belief in the Lord of Moses and his embarrassment in public
He said
You believed in him before I gave you permission. He is your elder who taught you magic
Even if they cut off your hands and feet on opposite sides
Even if we crucify you on the trunks of palm trees
And you will know which of us is more severe in torment and more lasting
Would Pharaoh have allowed them to believe if they had asked him to do so?
Moses, peace be upon him, was accused of changing religion and spreading corruption on earth
God Almighty said
Pharaoh said, “Leave me to kill Moses and let him pray to his Lord.”
I fear that your religion will be changed or that corruption will appear on earth
Tenth
There is no time without extremism in obedience to rulers at the expense of Sharia law
Mediation in their right is dear
Eleventh
Who slanders scholars, preachers, and mujahideen
He tracks their mistakes
He turns a blind eye to the rule of rulers
His starting point for this was his passion for religion
twelfth
The right of peoples over their rulers is great
Priority over the rights of their parents
Joseph, peace be upon him, did not go to his parents after a long absence
But he said
And bring all your families to me
Rather, he did so to protect his subjects
This should be stated
It also shows the right of the ruler over his subjects
thirteenth
God did not give permission to His Messenger, may God bless him and grant him peace
To judge between people according to what he sees
But what his Lord shows him
God Almighty said
We have sent down to you the Book with truth
To judge between people according to what God shows you
So what about those who are below him, may God bless him and grant him peace?
XIV
Whoever makes the forbidden permissible or forbids the permissible from among the rulers
There is neither a legitimate ruler nor a guardian of the Muslims
As for those who have proven what is permissible and what is forbidden
And submit to the law of the Most Gracious
Then he violated that with his action
He is a legitimate ruler
He reconciles and does not dispute
