Corruption on earth is a social phenomenon.
Once corruption takes hold on earth, it becomes a social condition.
It transcends the nature of individual action.
To the extent that it becomes difficult to limit responsibility for it to specific individuals alone.
Rather, the elite and the leadership that cause it are complicit in it.
The general public follows them due to their silence, their tacit approval, and their failure to resist it.
For this reason, divine punishment for such corruption is general and all-encompassing.
It is not restricted to one person to the exclusion of another.
Allah the Exalted said:
“And guard yourselves against a chastisement which cannot fall exclusively on those of you who are wrong-doers, and know that Allah is severe in punishment.” (8:25)
"And know that Allah is severe in punishment."
And He, the Exalted, said:
“Corruption doth appear on land and sea because of (the evil) which men's hands have done, that He may make them taste a part of that which they have done, in order that they may return.” (30:41)
