Only those who are firmly rooted in knowledge can issue fatwas

The predecessors, may God have mercy on them, avoided it as much as possible
Each one of them wishes that his brother would suffice him with the fatwa supply
If there is no one else, then I will be forced to issue a fatwa
It is inherent in fearing God and saying only what he knows
If he was ignorant of the ruling, he said, “I don’t know.”
