God Almighty said
Whoever is an enemy of God, His angels, His messengers, Gabriel, and Mikael
For God is an enemy to the unbelievers
فوصف قوماً بوصف خاص

Then he changed his sentence against them in particular
To a general ruling
God's hostility to the unbelievers
And he didn't say
God is their enemy
وذلك يفيد أمرين
The first
That everyone visited God, the angels and the messengers
He is from the race of unbelievers
And the second
God is an enemy to them and to all unbelievers
This applies to every ruling on a general type after mentioning a specific description
It is beneficial to include those with this special description
Under the general gender mentioned
It is also useful to generalize the ruling to those with a special description
And on the general gender under which they fall
Examples of this are also
God Almighty said
Except those who repent, reform, and hold fast to God
And they devoted their religion to God
Those are with the believers
And God will give the believers a great reward
And he didn't say
And God will give them a great reward
This is to confirm
Firstly
These repentant people are believers
Then it is useful secondly
The great reward is confirmed for them and for all believers
There are many examples of this in the Holy Qur’an
