Allah the Exalted says:

“O ye who believe! Obey Allah, and obey the messenger and those of you who are in authority; and if ye have a dispute concerning any matter, refer it to Allah and the messenger if ye are (in truth) believers in Allah and the Last Day. That is better and more seemly in the end.” (4:59)

Mujahid, may Allah have mercy on him, said:

Meaning: refer it back to the Book of Allah and the Sunnah of His Messenger, peace and blessings of Allah be upon him.

This is a command from Allah, the Almighty and Majestic,

that regarding everything in which people differ, whether it concerns the fundamentals of the religion or its branches,

“And in whatsoever ye differ, the verdict therein belongeth to Allah. Such is my Lord, in Whom I put my trust, and unto Whom I turn.” (42:10)

Whatever the Book of Allah and the Sunnah of His Messenger, peace be upon him, have judged,

Meaning: refer disputes and matters of ignorance back to the Book of Allah and the Sunnah of His Messenger, peace be upon him.

So seek judgment from them regarding what you have disputed among yourselves.

"If you believe in Allah and the Last Day."

This indicates that whoever does not seek judgment in matters of dispute through the Book and the Sunnah,
