A summary of the concepts held by the Ahl al-Sunnah.
“For him are angels ranged before him and behind him, who guard him by Allah's command. Lo! Allah changeth not the condition of a folk until they (first) change that which is in their hearts; and if Allah willeth misfortune for a folk there is none that can repel it, nor have they a defender beside Him.” (13:11)
The Sunnah that "Allah does not change the condition of a people until they change what is in themselves" is a consistent, immutable law.
This applies whether the change is from good to evil, or conversely, from evil to good.
Regarding the change from good to evil:
Allah the Almighty says:
"That is because Allah would not change a favor which He had bestowed upon a people until they change what is in themselves."
And He the Almighty says:
“Allah coineth a similitude: a township that dwelt secure and well content, its provision coming to it in abundance from every side, but it disbelieved in Allah's favours, so Allah made it experience the garb of dearth and fear because of what they used to do.” (16:112)

"And so they denied the favors of Allah."

Regarding the change from evil to good:
Allah the Almighty says:
"And if only the people of the cities had believed and feared Allah, We would have opened upon them blessings from the heaven and the earth."
And He the Almighty says:
“If they (the idolaters) tread the right path, We shall give them to drink of water in abundance” (72:16)
Through this divine Sunnah, human beings bear responsibility for the good or evil that befalls them.
It is from them that change begins, whether toward evil or toward good.
Da'is must make this Sunnah the essential foundation and the most noble methodology in their calling and efforts toward change.
For it is the mother of all divine laws regarding construction and transformation.
