Talking about jihad and its goals does not conflict with stopping one’s hand during stages of weakness or limiting oneself to self-defense jihad
This is a matter of legitimate policies and prioritizing interests over harms
But these considerations should only be temporary reasons that must be overcome
And adopting the reasons that Muslims interpret as the goals of jihad
One of which is that the entire religion is for God
And that people submit to the authority of Islam
The positions of the people are determined under it
Either a Muslim who truly believes in his religion
Or a peaceful and secure person who pays the tribute
Or a fearful warrior
