It was narrated by Al-Tabarani And it was authenticated by Al-Albani The meaning of his saying is brave, he shines and is surrounded by it Brave is a type of male serpent Every time that snake moves, it flashes its tongue and sticks it out It encircles it, i.e. surrounds it And in the hadith Punishing the miserly person who withholds the money he owes The questioner withholds what is left over from what he needs
